ELEVEN SERGEANTS SWORN INTO SERVICE
Sergeants Take Over New Assignments Effective this Sunday


North Miami, FL – May 14, 2012 – The North Miami Police Department marked history on Friday, May 11, 2012 by promoting eleven officers, the largest number ever promoted to the rank of Sergeant at one time.  Chief Mark Elias, Jr. officiated the oath ceremony earlier today, so that the newly appointed Sergeants began their new duties effective Sunday, May 13, 2012. 

The following Sergeants with various years of experience will lead their newly assigned Shifts or Units beginning this Sunday:

   • Tim Belcher  19 years Uniform Patrol Section, Afternoon Shift
   • Donald Blanchard 10 years Community Services Sect., Code Enforcement
   • Angelo Brinson 13 years Investigative Sect., General Investigations
   • Ransom Carter 7 years Uniform Patrol Section, Midnight Shift
   • Joseph Kissel  28 years Investigative Section, Special Victims
   • Ralph Estrugo  13 years Uniform Patrol Section, Day Shift
   • Ernesto Reyes 13 years Uniform Patrol Section, Afternoon Shift
   • Karel Rodriguez 8 years Uniform Patrol Section, Afternoon Shift
   • Diana Roman 13 years Uniform Patrol Section, Midnight Shift
   • David Rosen 17 years Community Services Section, COPS
   • Andrew Rossi 13 years Uniform Patrol Section, Midnight Afternoon

In order to be considered for promotion to the rank of Sergeant, officers must pass a rigorous administrative examination process.  These promotions will enable the Department to more effectively supervise personnel and launch crime prevention initiatives.  The new sergeants will fill essential positions within the Department that have been being covered by “Acting Sergeants” over the past several months.  Some of the new supervisory positions have been added to the Uniform Patrol Section, which will put more sworn officers on the street.  In addition, a sergeant was added to oversee the Code Enforcement Division that was recently brought under the umbrella of the Police Department.  Overall, these promotions will benefit the Department, citizens and businesses by assisting with the goal of ensuring North Miami is a safe community to live, work and play.

A ceremonial oath ceremony, which will be open to the public, will be held in the near future.
